Born in Zhejiang. He entered Hangzhou National Art School in 1950. in 1954, he went to study in Repin Academy of Fine Arts in Leningrad, Former Soviet Union. He studied under Andrei Milnikov, Victor Arishnikov, and Boris Vigarov. Quan returned China in 1960 and devoted himself into education. During 1960-1970, he was mainly engaged in creation of historical paintings. He had traveled to Xinjiang for several times and his works had been influenced under local culture.
