Liu was born in Hubei province. He graduated from National College of Art, Department of Oil painting where he taught upon graduated in 1941. He devoted himself much into art education since then. He was professor in Art college of Hubei, Art School of Hubei, vice-president in Art college of Hubei, member of China Artist Association, Art director of Hubei and consultant of the oil paintings. His paintings have been shown in the exhibition of Wuhan, Taipei and Paris.
