Chen was born in Taichung. He went to Japan for further in 1927 and graduated from the Oil Painting Department of Tokyo Art School in 1931. Returning to Taiwan in 1947, he taught art department of National Normal School. In 1989 he was awarded the 1 st Golden Grain Award for one of the ten best artist in Taichung. His retrospective exhibitions were held at Taipei Fine Arts Museum and National History Museum in 1986 and 1995. He was award National literary and art prize in 2003.
