Born in Liaoning, Chen graduated from Luxen Academy of Fine Arts in 1984. he participated in the 1st, 2nd and 3rd Annual Exhibitions of Chinese Oil Paintings, the Biennial Exhibition of Chinese Oil Paintings, 8th and 9th National Arts Exhibition. In 1997 he won the "Luo Zhongli Oil Painting Scholarship" offered by Taiwan Mountain Arts Foundation. In 2001 he won the bronze medal of the "Selected Arts Master Pieces Liaoning Exhibition for 80th Anniversary for Celebrating Establishment of The Party". He won oil painting arts prize of "the third Annual Chinese Oil painting" in 2003. He is professor of Department of Oil Painting in Sichuan Arts College.
